Amends to Delivery of End of Day Snap

As of 18 April 2023, we will be amending the time of the delivery of the Metal FWD End of Day Snap (Tradition_MetalFWDs_YYYY_MM_DD) from 2pm EDT to 5pm EDT.

This change has been made in order to better align with the End of Day Desk processes. Content of the file will stay the same and it will still represent Market close.
